Elected in 2015, Julie Dzerowicz is the first female Member of Parliament to represent the riding of Davenport. She was re-elected in 2019, 2021, and 2025.

Julie is the child of immigrant parents, a Ukrainian father and a Mexican mother, who fled their respective countries due to poverty, war, and discrimination, and came to Canada to build a better life for their family. From her parents, Julie learned the importance of hard work and education as a means to achieving one’s full potential. Through political leadership and community engagement, she is using her talents and skills to give back to the country that gave her family a new home.
The core value at the heart of everything Julie does is equality. She believes that every Canadian should be valued and loved equally, and that every Canadian should have equal access to opportunity.
Her Work in Parliament
Over the course of her time in Parliament, Julie has served in several significant roles. As Parliamentary Secretary to the Minister of Finance, she was a passionate champion for innovation and intellectual property, developing bold ideas to help Canadian entrepreneurs access funding and compete on the world stage. As Parliamentary Secretary for Foreign Affairs with a focus on Consular Services, she worked to support Canadians abroad and strengthen Canada’s international relationships.
Julie has been a consistent and effective advocate for the riding of Davenport, securing historic levels of federal funding for her community — including investments through the New Horizons for Seniors Program, Youth Employment initiatives, and transformative cycling infrastructure that became a model for the entire city of Toronto.
On Parliament Hill, Julie founded Hispanic Day on the Hill, growing the annual celebration from 80 to over 800 attendees, which is a strong reflection of her deep commitment to celebrating the diversity that makes Canada strong.
During the 42nd Parliament, Julie introduced Private Member’s Motion M-126, proposing that June be celebrated nationally as Portuguese Heritage Month and that June 10 be formally recognized as Portugal Day in Canada. The motion passed unanimously, and June has been celebrated as Portuguese Heritage Month across the country since 2018.
In February 2021, Julie introduced Bill C-273, calling on the Minister of Finance to develop a national strategy for a guaranteed basic income, a proposal rooted in her belief that every Canadian deserves economic security and dignity.
Julie is one of Canada’s most engaged parliamentary voices on defence and international security. As Chair of the Canada-NATO Parliamentary Association and a Vice President of the NATO Parliamentary Assembly, she brings Canada’s perspective to the highest levels of allied deliberation. At the 71st Annual Session of the NATO Parliamentary Assembly in Ljubljana, she directly questioned NATO Secretary General Mark Rutte on the application of Article 5 in the context of hybrid and cyber warfare, signalling Canada’s commitment to adapting collective defence for 21st century threats.
Closer to home, Julie has been championing Toronto’s bid to host the proposed Defence, Security and Resilience Bank (DSRB) — a landmark initiative that would position Canada, and Toronto in particular, as a global hub for defence innovation and security investment. As Chair of the Toronto Liberal Caucus, she has been a leading public advocate for bringing this institution to Canada’s largest city, recognizing the enormous economic and strategic opportunity it represents.
Before Parliament
Prior to becoming a Member of Parliament, Julie spent more than 20 years in increasingly senior roles in investment banking, commercial banking, and biotechnology. At BMO Bank of Montreal, she was instrumental in creating and launching Canada’s email money transfer service — a novel concept that has since become an everyday banking product used by millions of Canadians.
A long-time climate activist, Julie co-founded Project Neutral in 2010, an environmental organization dedicated to helping individuals and communities move to net-zero. She was also one of the founding board members of JUMP Math, a Canadian charity dedicated to improving numeracy education for children.
Julie holds an MBA from the University of British Columbia (completed at the London Business School) and a Bachelor of Commerce from McGill University (completed at the Institut Commercial de Nancy in France), where she was awarded the prestigious Scarlet Key Award for outstanding leadership and community contribution. She speaks conversational French and Spanish, and is working on her Portuguese!

Ela faz parte da Comissão Parlamentar de Finanças da Câmara dos Comuns e é também Presidente da Associação Parlamentar Canadá-NATO. Julie é a Presidente do National Immigration and Refugee Caucus, a Vice-presidente da Secção Canadiana do ParlAmericas. Finalmente, ela lidera vários grupos de amizade parlamentar: Presidente do Canadá-México; Presidente do Canadá-Brasil, Co-Presidente do Canadá-Portugal, e faz parte do Comité Executivo do Canadá-Ucrânia.
Julie é filha de pais imigrantes que fugiram dos seus respectivos países devido à pobreza, guerra e discriminação, e que vieram para o Canadá para encontrar um lugar seguro para criar os seus filhos. Através dos seus pais, Julie aprendeu a importância do trabalho árduo e da educação como um meio para alcançar o seu pleno potencial. Através da liderança política e do envolvimento da comunidade, ela está a usar todos os seus talentos e capacidades para devolver ao país que deu à sua família um novo lar.
O valor central que está no cerne de tudo o que Julie faz é a igualdade. Ela acredita que todos os canadianos devem ser valorizados e amados igualmente, e devem ter igual acesso às oportunidades.

Durante o 42º Parlamento, Julie introduziu na Câmara dos Comuns uma Moção de Moção Privada M-126 propondo celebrar nacionalmente o mês de Junho como Mês do Património de Portugal e o 10 de Junho para ser formalmente conhecido a nível nacional como o Dia de Portugal no Canadá. O PMB passou por unanimidade e o mês de Junho tem sido celebrado como o Mês do Património de Portugal desde Junho de 2018.
Durante o 43º Parlamento, Julie orgulhou-se de ter introduzido a primeira lei de rendimentos garantidos na Câmara dos Comuns no Canadá – o Decreto C-273: Uma Lei para Estabelecer uma Estratégia Nacional para um Rendimento Básico Garantido. Ela continua a trabalhar no sentido de encontrar uma forma de criar um projecto-piloto em larga escala e a longo prazo em múltiplas províncias, como forma de provar o modelo. Este importante trabalho está em curso.

Antes de se tornar deputada, Julie passou mais de 20 anos em posições cada vez mais elevadas no sector privado (banca e biotecnologia). Uma ambientalista apaixonada de longa data, ela co-fundou o Projecto Neutro em 2010, uma organização ambiental dedicada a ajudar indivíduos e comunidades a reduzir as suas emissões de carbono.
Julie recebeu o seu MBA na Universidade de British Columbia (completando a licenciatura na London Business School) e o seu Bachelor of Commerce na Universidade McGill. Ela fala francês e espanhol, e está a trabalhar no seu português!
