This week, I want to talk with you about Budget 2025 and the context in which it was delivered—because you cannot fully understand this budget without understanding the moment Canada finds itself in.
Understanding Budget 2025: A Generational Response to a Generational Challenge
Canada is facing an unprecedented convergence of challenges: an increasingly protectionist United States threatening our economic stability, global trade disruptions, and the urgent need to strengthen our sovereignty and self-sufficiency. Finance Minister, François-Philippe Champagne, introduced Budget 2025 on November 4th, calling it a plan that must be “generational in its ambition” to meet this generational challenge.
The global uncertainty we face demands bold action. We are at a crossroads. This is not a time for incremental change or standing still. This budget represents our plan to transform Canada’s economy from one that is overly reliant on a single trade partner to one that is stronger, more self-sufficient, and more resilient to global shocks.
We are making generational investments to:
- Build our internal economy through massive infrastructure projects, housing construction, and support for Canadian businesses
- Protect our communities and sovereignty with historic defence investments and strengthened border security
- Empower Canadians to achieve their potential through affordability measures, skills training, and supports for families
Join Me for the Davenport Budget 2025 Town Hall
There is a lot to discuss, and I want to hear from you. Please join me for a Davenport Budget 2025 Town Hall on Wednesday, November 12th from 4:45 PM to 6:00 PM.
We’ll cover:
- Small and medium-sized business supports – new tax measures and investment incentives to help local businesses thrive
- Public safety investments – resources to keep our community safe
- National Defence – $81.8 billion over five years to protect our sovereignty, meet our NATO commitments, and support a Buy Canadian procurement strategy
- Social welfare investments – in health care, dental, pharma, etc … strengthening programs that are part of our safety net to build a more resilient Canada and that will tackle income inequality
- Affordability supports – concrete help for families dealing with rising costs
- Arts and culture funding – supporting the creative sector that makes our community vibrant and keeps our country united
- Supports for youth and seniors – ensuring all generations can thrive
- Environmental measures – our path forward on climate action
- Immigration changes – significant reforms and what they mean for our community
This budget sets a new direction for Canada, and I want to ensure Davenport residents understand both the opportunities and the challenges ahead.
What I’m Working On This Week
Beyond the budget, I’m actively working on several important files:
Innovation and Intellectual Property: For years on the Finance Committee where I was previously a member, I’ve heard about the challenges facing Canadian innovators—particularly around intellectual property protection and building an IP culture in Canada. I’ve been working steadily on this issue and am pleased to see key measures in Budget 2025. But there’s more work to do, and I’m committed to pushing for stronger support for Canadian innovation.
Canada-Mexico Relations: As the only Mexican-Canadian in the House of Commons and Co-chair with Senator Boehm of the Canada-Mexico Parliamentary Friendship Group, I’m working to support our government in dramatically deepening our business and cultural ties with Mexico. This week, I’ve been actively engaged in advancing this important bilateral relationship.
Immigration: Budget 2025 includes significant changes to immigration levels that will impact many aspects of our society. I’m spending considerable time understanding all the new measures. Additionally, as Chair of the Standing Committee on Citizenship and Immigration, we’re examining the immigration components of Bill C-12, the Strengthening Canada’s Immigration System and Borders Act—legislation aimed at enhancing border security and modernizing our immigration system.
Caregiving: After my mother had a stroke almost two years ago, I’ve become personally aware of how inadequate our supports are for seniors requiring substantial care at home. The caregiving sector is essentially the Wild West—there are almost no comprehensive supports available. I’m working with colleagues and friends to explore changes at both the federal and provincial levels to fill this critical gap. This week, I had the opportunity to speak with outstanding leaders at the Caregiving Excellence parliamentary reception, and I’m committed to making progress on this file.

Next week, I’ll be in Toronto visiting organizations across Davenport and meeting with residents.
I especially hope to see many of you at the Remembrance Day Ceremony at Prospect Cemetery on Tuesday, November 11th. The Sunrise Ceremony begins at 8:00 AM near the cenotaph. This is an important opportunity for us to honour those who served and sacrificed for our freedom.
