Davenport friends and neighbours,
Change. We are in a season of extraordinary change.
Our Prime Minister Mark Carney outlined in a major speech the context of how we have made decisions in Federal Budget 2025. It will be made public on Tuesday Nov 4, 2025 at 4pm.
We are masters in our own house and have to take control of our own future. We have a game plan that will ensure we are protecting our communities, our borders and our way of life. We have a plan to build a stronger economy where everyone has a chance to get ahead and a plan to empower Canadians with new opportunities, better careers and a lower cost of living.
A new Buy Canadian policy to support Canadian businesses, keep our local economies strong and maintain good jobs locally was introduced. We have to do all we can to support each other and take care of each other in the days and months ahead.
I returned from Slovenia after leading a multiparty and multihouse delegation to Slovenia for the 71th Annual Fall Session of the NATO Parliamentary Assembly. It was a meeting focused on discussions with NATO allies on the top global security and defence issues facing the alliance today. Canada has committed to spending 5% of our GDP by 2035; this translates to $150 billion annually. This is the largest increase in a generation and will require us to forge new partnerships with Allies such as the EU to strengthen our shared security. We will defend Canada’s sovereignty because there is no prosperity without security.
It was a pleasure to return back to Toronto to commemorate the leadership and contributions of Regal Heights leader Florence Watts at Daffodil Hill. She showed us that community isn’t something that happens to us – it’s something we build together, one person, one action, one neighbourhood at a time. 😀
The new Bail and Sentencing legislation was finally introduced and it is excellent! It passed in the House of Commons, it will make bail stricter for repeat and violent offenders. In serious cases (ie repeat/violent), the default will now be automatic detention (not bail) unless the accused can prove why they should be released (aka reverse onus); courts and police will have stronger tools to protect victims and communities.
We are also introducing tougher sentencing laws for repeat and violent crime, including car theft and extortion, meaning those found guilty can spend more time in prison. Proposed amendments would require consecutive sentences for violent offences. This means serving one sentence after another instead of serving sentences for multiple offences at the same time.
New aggravating factors would apply to crimes against first responders, retail theft, and theft or mischief that harms essential infrastructure. The Act would also end house arrest for certain sexual assault and child sexual offences, restore driving prohibitions for criminal negligence causing bodily harm and death and manslaughter, and strengthen fine enforcement. Of course, we are investing in the root causes of violence and in mental health – all part of how to ensure our streets and communities are and feel safe.
After announcing a historic new trade agreement with Indonesia, our Prime Minister will be travelling to Asia next week to continue to strengthen and diversify our economic partnerships.
Housing. As part of our plan to accelerate different housing options that will ensure housing that is affordable for all Canadians, we announced a Housing Design Catalogue. Homeowners and builders can now access 50 ready-to-build home designs — free, pre-reviewed, and tailored to regions across Canada. Cities like Toronto are already reviewing these designs to help speed up approvals and lower construction costs — a real boost for affordability.
Support for small businesses. The speed of which the US has fundamentally changed its approach to trade, raising its tariffs to levels last seen during the Great Depression has caused a rupture in our national and global economy. This means that our economy strategy needs to change dramatically and we know our small businesses need support. We launched a series of supports this week – which you can find here: canada.ca/business-support
Canada the first G7 country to bring SMR technology online. Yesterday PM Carney announced a major new investment to power Canada’s clean-energy future – investing $2 billion to support the construction and operation of the four small modular reactors (SMRs) at the Darlington New Nuclear Project. Ontario will contribute with an additional $1 billion. This investment will strengthen Ontario’s power grid and represents the kind of nation-building projects that defines Canada’s new economic approach.
Canada Post. It has come to my attention that flyers indicating “This mailbox is scheduled to be closed.” will be delivered with a call to action to contact me … as I am “… intent on tearing … down” our Canadian institutions (ie Canada Post).
Here are a few things to know:
I am the daughter of a postal worker who spent almost 30 years at Canada Post;
My mother does not live in poverty because my dad’s pension was transferred to her after my father’s passing. This has been a lifeline for her and our family
I have so much respect and compassion for postal workers and the work they do and support ensuring Canada Post as an organisation survives.
The world has changed. On average Canadians get 2 letters per week; 77% of Canadians already get community box delivery – and the shift of the rest (23%)will be done over the next 9 years. Postal services in rural and indigenous communities do NOT change. Seniors / Canadians with disabilities who are not able to get to a community mailbox will be accommodated.
Canada Post is currently losing $10 million a day. It is not sustainable. Our federal government is adopting the excellent thoughtful recommendations of Justice Kaplan – in order to ensure a sustainable strong Canada Post moving forward.
Finally, SAVE THE DATE! My holiday party will be on Saturday December 13 between 1pm to 4pm. More details to follow.
And finally, finally GO BLUE JAYS GO!
As always it is a true honour and pleasure to serve you!.
With gratitude and warm regards,
Julie Dzerowicz, Member of Parliament Davenport
