MP Dzerowicz is currently in Halifax to attend the Halifax International Security Forum. As such, we, her staff, are back to give you the e-update for this week!
Budget 2025: On Monday November 17, the federal budget passed in the House of Commons. This means the government can now get to work and deliver on the generational investments to start building Canada Strong — to become more self-reliant, self-fulfilling, and more independent from the partner we have relied on for so many years: the U.S.
Minister Champagne introduced legislation, Bill C-15 (Budget 2025 Implementation Act, No. 1), to implement Budget 2025. To review the measures proposed in the bill, see here.
Domestic Trade: Fittingly, another announcement on Monday delivered important legislation: Bill C-5, the Free Trade and Labour Mobility in Canada Act. In simple terms, the federal government is reducing barriers to inter-provincial trade. For small businesses and entrepreneurs looking to expand their enterprise from one province to another, the regulatory scrutiny previously faced will be significantly reduced. For example, a person who already holds a provincial or territorial licence/certification for a job will be allowed to do essentially the same job under federal authority, without needing a new or separate federal licence.
International Efforts: MP Dzerowicz met with visiting MPs from Finland’s Parliamentary Foreign Affairs Committee this week to further develop our relationship and exchange information. As Chair of the Canadian NATO Parliamentary Association, it’s important for MP Dzerowicz to keep in regular contact with NATO partner MPs to ensure we’re keeping each other up to date on our efforts to strengthen our security and defence and increase our burden-sharing of defence initiatives across the alliance.
Additionally, our PM visited the UAE, the first time since 1983, to secure a new agreement. They signed the new Canada-UAE Foreign Investment Promotion and Protection Agreement (FIPA), which will give Canadian firms – from engineering and construction to clean tech and AI – the confidence to expand abroad, creating high-paying careers in Canada. Once in force, the FIPA is designed to support long-term partnerships between Canadian and UAE industries and attract capital to nation-building projects.
The PM also announced the beginning of negotiations with the President of the UAE. Specifically, they’re working towards establishing the Comprehensive Economic Partnership Agreement (CEPA), which will cut tariffs, eliminate red tape, and expand market access for Canadian exporters of goods and services.
